It houses key development agencies, a command and control center, and a skill development center, all vital for effective governance. Designed for LEED GOLD certification, the building emphasizes sustainability through energy-efficient technologies and eco-friendly materials. Its single-window clearance system streamlines administrative processes, making it easier for businesses and residents to navigate governmental tasks.
In addition to its administrative functions, the ABCD Building features an advanced command center for real-time monitoring of city services. The ground floor includes an "Experience Zone," showcasing a physical model of Dholera and interactive digital displays that engage visitors with the city’s vision. Constructed by Cube Construction & Engineering Ltd. for ₹72.31 Crores, the ABCD Building exemplifies Dholera SIR's commitment to creating a modern, efficient urban environment, enhancing administrative efficiency, and fostering innovation for the future.

The ABCD site is directly connected to the 55m arterial road which leads to the expressway. The site will accommodate the offices of the development agencies along with a command and control centre and a skill development centre in a total built-up area of 36,000 sq.m.
The building for the Regional Development Authority (RDA) is envisaged to be a LEED GOLD rated building with facilities to accommodate the entire staff required by the RDA for the city of Dholera.
